Katie Wolf has spent two decades helping organizations navigate Colorado’s political and regulatory landscape. She has represented Fortune 500 companies, hospitals, trade associations, emerging technology companies, and nonprofit organizations through complex legislative and regulatory debates.
Before launching Wolf Strategies, Katie was a partner at Howes Wolf and previously founded Wolf Public Affairs, a successful contract lobbying firm serving clients in healthcare, business, and criminal justice. She began her career as a legislative aide and Majority Caucus staffer before becoming a full-time lobbyist with Michael Best Strategies and Mendez Consulting. She also worked on Senator Michael Bennet’s successful 2010 U.S. Senate campaign and the 2008 Obama for President campaign in Colorado.
Over the course of almost 20 legislative sessions, Katie has built a reputation as a bipartisan, practical advocate who understands both the policy and the politics. She works directly with legislators, legislative leadership, the Governor’s Office, state agencies, regulators, stakeholder groups, and coalition partners.
Her experience spans healthcare, financial services, technology, insurance, retail, infrastructure, public safety, criminal justice, consumer protection, and regulated industries. She is particularly effective when a client’s product or policy does not fit neatly within an existing legal framework and requires policymakers to understand a new model before they can regulate it well. Outside the typical lobbyist role, her work includes establishing a brand at the Capitol, outside-the-box creative strategy, political giving program development and recommendations, consensus building, and testimony training. When she isn’t at the Capitol, she enjoys spending time with her husband and their three boys in Parker or watching Colorado Buffs football.
Ryan Lynch has more than 20 years of political experience, managing dozens of campaigns at the statewide, congressional, legislative, and local levels across Colorado, New Mexico, Montana, Nebraska, and Virginia.
He began his political career in 2002 while still in high school, later joining the D.C. staff of U.S. Rep. George Nethercutt in 2004, where he worked on public policy. Ryan went on to work for several political consulting firms before launching his own in 2014. His past clients include former Rep. Bob Beauprez, Secretary of State Wayne Williams, Wisconsin Governor Scott Walker, and Senator John McCain.
From 2015 to 2016, Ryan served as Executive Director of the Colorado Republican Party under Chairman Steve House. He subsequently managed hard-side campaigns for Sen. Kevin Tate, Sen. Kevin Priola, and Rep. Cole Wist, all in swing districts. Despite being heavily outspent, and in a presidential year that broke against their party in Colorado by five points, those campaigns were successful, allowing Republicans to maintain control of the Colorado Senate.
Ryan also has experience with public policy advocacy, primarily in the areas of healthcare, social security, pharmaceuticals, and the national census. A Colorado Springs native and proud University of Colorado Boulder alumnus, he now lives in Castle Pines with his wife and son.
Before joining the firm, Hailey served as a Senior Legislative Aide to the President Pro Tempore in the Colorado General Assembly and interned for a Colorado State Representative, gaining hands-on experience in bill drafting, constituent engagement, and legislative operations.
She holds a Bachelor of Arts in Political Science from the University of Colorado Denver.
Outside of work, Hailey loves exploring national parks, spoiling her niece and nephew, and spending quality time on her hometown lake in Michigan.
